摘要 醫院信息系統(HIS)與醫保信息系統的接口是實現HIS與區域社會醫療保險信息系統集成的橋梁和紐帶，也是醫療
保險定點機構在信息化建設過程中必須解決的重點任務。對寧夏醫保系統和各家醫院信息管理系統的現狀及接口實現的困
難進行了綜合分析。并在此基礎上詳細闡述了具體的接口設計方案和醫院端的實現方法。為各醫療機構解決醫保難題、建
設信息管理系統提供了一種有效方案。

Abstract The interface between hospital information system (HIS)and medical insurance system is the bridge and tie
of the integration realization of HIS and regional social medical insurance information system and，it is a key task that
cannot be put aside in the process of information constru~ion concerning the appointed medical insurance institution．A
comprehensive analysis is carried out with respect to the current situation and interface realization dificulties of Ningxia
medical insurance system and information management systems of various hospitals，and a specific interface design plan
and implementation method at hospital end are detailed on this basis，which provides an efective plan regaling medical
insurance issues and information management system construction for plenty of medical institutions．

近年來，醫院信息管理系統的開發與應用不斷向縱深發展，已經從側重于經濟運行管理逐步向臨床、管理決策等全方
位管理應用延伸⋯。而隨著國家醫療保險事業的發展及衛生體制改革的深入進行，如何按照醫保規定內容將醫院信息管理
系統和醫療保險系統結合成一個完整的有機體，就成為醫院信息系統建設的重點工作。上海長征醫院、南京醫科大學第一
附屬醫院、寧波大學醫學院附屬醫院、寶應縣人民醫院等在醫院信息管理系統建設中，根據當地醫保要求和醫院信息管理
系統特點，提出了相應的解決方案，建立了適合本院的醫院信息管理系統與醫保信息系統的接口12-910全國各地也相繼實現
了區域醫療保險接口標準化、普及化，由醫保中心提供標準的接口軟件，供各醫院的HIS和區域醫療保險系統進行交互，
即HIS通過調用嵌入式接口軟件，以參數的方式傳遞消息，以函數值的方式獲取返回消息，與醫保中心實時交換醫療數
據。
寧夏是全民醫保的試點省份，又是全國唯一的醫保系統未實現標準化接口的省份；針對這種現狀，設計開發出數據一
致、運行安全高效的醫保接口，就成為當前寧夏醫療機構信息化建設的難點與重點。
